Ukraine is an independent country, located in southeastern Europe and bordered on the east by Russia, on the south by the Black Sea, on the north by Belarus and on the west by Romania, Hungary and Poland. The capital of Ukraine is Kiev. Ukraine has flexible requirements and a relatively short waiting times for invitation to travel. Both boys and girls are available for adoption. Children are at least 13 months old at the time of the referal, unless diagnosed with a special need. Infants, toddlers, older children and older sibling groups are all available for adoption. Single child or related sibling group adoptions only unrelated children cannot be adopted together.

Parent Qualifications:

Flexible program requirements. Married couples are eligible to adopt from Ukraine. At least 1 parent should be younger than 60.

Referral Time:

Parents must travel to Ukraine to identify and adopt their child. No child information will be provided about the child prior to travel. Instead, the family's application will be reviewed and dossier approved by the State Department for Adoption and Protection rights of the child, SDARPC. Parents receive invitation to travel 2-3 months after completing the dossier.

Processing Time:

The process is typically 8-9 months from start to finish. If you have USCIS clearance or your homestudy completed, it could be faster!

Travel Requirements:

Both parents must make one trip of 3-4 weeks, or two separate trips (2 weeks for first; 1 week for second). Both parents must appear in the State Department for Adoption and Protection right of the child, SDARPC and the court procedure. One parent may return home after the court procedure, while the other stays to obtain the child's visa and accompany the child to the US. Visas are not required for US citizens to travel to Ukraine to adopt. *There is a law in Ukraine that mandates a 30 day wait prior to a child being free to leave the country. However, in many cases the wait is waived and the family leaves in less than three weeks.
